The victim died at the scene while her family have been informed and are being supported by specially trained officers.
A 54-year-old man from Portsmouth was arrested on suspicion of causing death by careless driving, and being in charge of vehicle when unfit through drink or drugs.
He has been released under investigation with Hampshire Police launching an appeal for witnesses and dashcam footage.
