Waverley Borough Council says it has conducted an extensive investigation after being contacted by worried pet owners, including contacting vet surgeries as far as Bordon, but has found no evidence.
The rumours that sandwiches and sausages laced with anti-freeze and rat poison were being left near footpaths are believed to have begun on social networking websites and spread via dog-walking forums.
A council spokesman said: "We have received a number of enquiries about the alleged poisoning of dogs that had visited various countryside sites.
"These reports were taken seriously by Waverley and contact was made with many vets to see if the story could be substantiated. We have been unable to find any evidence to suggest that these incidents are true."
