A £4m pot of developers' contributions has to be spent – or communities could risk losing it.
The threat of forfeiting the money – given by developers as a condition of planning permission – has caused a dilemma at East Hampshire District Council, forcing Cabinet to come up with a bold, if controversial plan, to trigger a spending spree.
