Waverley Borough Council is consulting residents on plans to tighten dog control rules across the borough, with anyone breaching the restrictions potentially facing a £100 fine.
The proposed four-dog limit is the main change to existing rules, which already require owners to clean up after their pets, keep dogs on leads in certain areas and stay out of designated spaces such as fenced children's playgrounds.
The council says four is a reasonable maximum for one person to control safely while also being able to clean up after their animals.
The proposals would combine two existing Public Spaces Protection Orders (PSPOs), which have been in place for more than three years, into a single order covering dog fouling and other controls.
Residents are being asked whether the restrictions are reasonable and whether additional areas should be covered.
Cllr Tony Fairclough, Waverley Borough Council's portfolio holder for enforcement and regulatory services, said: “Waverley has some fantastic parks, open spaces and countryside, and we want everyone to be able to enjoy them.
“Most dog owners behave responsibly, but these measures will help us deal with the minority of cases where irresponsible behaviour can affect other people, wildlife or the environment.
“We want to make sure the new Order strikes the right balance, so I would encourage dog owners and non-dog owners alike to take a few minutes to read the proposals and let us know what they think.”
Anyone breaching a Public Spaces Protection Order without a reasonable excuse could receive a £100 fixed penalty notice, with prosecution possible if the penalty is not paid.
The consultation runs until midnight on Tuesday, December 1.

The council will consider the responses before making a final decision.
